Cannot Get Hp Started

I have a friends machine here that absolutely will not boot. I've tried to boot from a floppy, as well as a HP XP disk as well. The furthest it will let me go is the windows advanced options screen. After that, any choice made ends in the same result. "Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll. Any help would be greatly appreciated.

Hi,

Just wondering, have you tryied putting his hard drive in your computer as a slave, boot up using your hard drive and then get the driver off the CD and copy it to the folder that is having the problems.

I would, but if I pull my machine apart 1 more time, my wife will have my head on a stick. Is there any other way around this? As well, it doesn't seem to be reading the CD roms, and as far as I know, I can't get to the boot menu.
