I used a tweak program in the past and now I can't figure out how to disable it

I've got some kind of tweak on so i when i hover over a a window for a few seconds then it automatically selects that window and makes it active.

 

I've checked the hovering mouse setting in the ease of access center and it is turned off, and I don't remember what the tweak was that I used :(.

Any help would be fantastic, this thing is driving me nuts now and I really want to disable it.
