Windows 8.1 apps won't open, can't install anything after update

My son's laptop/tablet updated and now none of the programs will open. I was able to get IE working again but it won't open from the "desktop". Only from the live tile page. Clicking on any of the already installed programs it does nothing. I tried downloading and installing a program. It downloaded but when you click on it to install it, it does nothing. They need this computer for college.

I would recommend doing a "Refresh PC" on this laptop. You may have to reinstall a few programs but it will basically attempt to reinstall everything (you wont lose documents, pictures or other files). Here is the instructions on how to perform this:


To refresh your PC
  1. Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
    (If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, click Settings, and then click Change PC settings.)

  2. Tap or click Update and recovery, and then tap or click Recovery.

  3. Under Refresh your PC without affecting your files, tap or click Get started.

  4. Follow the instructions on the screen.
