Uninstall in Control Panel has missing programs

In trying to uninstall SKYPE so I can download an upgrade, I find that there are only 1/3 of previously installed programs listed under Uninstall in Control Panel.

SKYPE is not one listed and has been installed on this computer for years.

How can I completely uninstall and then reinstall Skype for Windows desktop?

Alternatively, you can use a third-party utility like Revo Uninstaller Free or Portable and follow these instructions for using it. Revo provides a listing of all installed software by installation date and when removing a program, Revo does a more comprehensive job of searching for and removing related registry entries, files and folders.

If a program is not listed in Programs and Features (Add/Remove Programs) or you receive any error messages about missing files, look for an uninstall icon (shortcut) from within its program group. Click on Start > All Programs (or Program Files), look for the program folder by name and use the program's uninstaller. If it's not there, the next step would be to open Window's Explorer, manually navigate to the program's folder itself, look for an uninstaller file (i.e. uninstall.exe) and double-click on it to run.

Please read How can I completely uninstall and then reinstall Skype direct from Skype help area. Revo should not be required if the program can not be seen.
 

Then expand this area

To completely uninstall and reinstall Skype for Windows desktop

 

Often the program can be "hidden", so, if you have had any minor infection recently, use Unhide program Free from Bleeping Computer.

That did not work. The Control Panel still only has a portion of installed programs. So tried
your second method and it does not get ALL of Skype out of the registry. There is one entry that cannot
be deleted as it has no values in it. Consequently, Skype cannot be reloaded as a portion of
the old is still there.
This still does not solve the problem as Control Panel is not picking up all installed programs
in Uninstall.

According to Microsoft...this issue can occur if the uninstaller for a program incorrectly removes registry entries that are used by Windows and the Add/Remove Programs tool.

Press the WINKEY + R keys on your keyboard or click Start > Run and in the Open dialog box, type: cmd
* Click OK or press Enter. A dos Window will appear.
* To change to the ROOT directory (C:\>), at the command prompt type: cd \
* At the command prompt C:\>_, type: regsvr32 appwiz.cpl
* Press Enter.

If using Vista/Windows 7/8, use an elevated command prompt.
Click the Start Orb and in the Search box, type: cmd
Right-click on cmd.exe and select Run As Administrator (or use Ctrl+Shift+Enter).
Click Yes if prompted by the User Account Control.

Alternativey, click the Start Orb > All Programs > Accessories, right-click Command Prompt and select Run As Administrator.

At the command prompt C:\>_, type: regsvr32 appwiz.cpl
(Note there is a space between 32 and appwiz)
press Enter.
When finished, type: exit
press Enter and reboot your computer.

Unfortunately, when I type "insert command," I get an error message..' insert ' is not recognized as a command,

program or batch file. Consequently, I could go no further. Thanks for trying.

My error in the first part (which BTW was for XP users) and I have corrected that.

However, you should be using an elevated command prompt with Windows 7 and the command included in that section was correct... regsvr32 appwiz.cpl

Tried that and it came back as "module loaded by entry point Dll. Register Server not found."
I tried eHow for "How to Fix Appwiz.cpl."
It was about the same but getting a new applwiz.cpl file
into System 32 folder. It didn't work either.

I think it is more than the cpl file corruption.
About half of my installed programs are recognized and listed
under Uninstall. For some reason, about half of the programs are
not recognized. AND it is the same bunch of programs that are
recognized every time....no matter what you do to fix the situation.

Strange......

Please download MiniToolBox  , save it to your desktop and run it.
 
Checkmark the following checkboxes:
  List last 10 Event Viewer log
  List Installed Programs
  List Users, Partitions and Memory size.
 
Click Go and paste the content into your next post.

FWIW:

 

Driver Booster 2 (HKLM-x32\...\Driver Booster_is1) (Version: 2.0 - IObit)
 

IObit Uninstaller (HKLM-x32\...\IObitUninstall) (Version: 4.1.5.30 - IObit)
 

SpeedZooka (HKLM-x32\...\SpeedZooka) (Version: 4.55.14 - ZookaWare)

 

The above listed programs are items that I would uninstall immediately.  IObit, IMO, does not make one single program which is of benefit to any user, while SpeedZooka appears to be a "registy cleaner/optimizer"  Having such programs installed...is a step backward, IMO, to having a problem-free system which functions as it should.

 

BC does not support the use of "registry cleaner/optimizer" programs.

After uninstalling the above...I would run the chkdsk /r command, followed by running the sfc /scannow command.

OK...I should have known better but I was getting desperate.
I have uninstalled all three.
I click START and then ALL FILES and then ACCESSORIES and then COMMAND PROMPT.
The DOS screen comes up and I try to run CHKDSK but the program
will not let me as I do not have Administrator privelages.
I am the Administrator and the only person on this machine.
I have ADMINISTRATIVE TOOLS in ACCESSORIES but no CHKDSK.
I have no idea how to become the Administrator.

If using Vista/Windows 7/8, use an elevated command prompt.
Click the Start Orb and in the Search box, type: cmd
Right-click on cmd.exe and select Run As Administrator (or use Ctrl+Shift+Enter).
Click Yes if prompted by the User Account Control.

Alternativey, click the Start Orb > All Programs > Accessories, right-click Command Prompt and select Run As Administrator.

I ran chkdsk and scannow.
Scannow fixed several corrupt files.
I still am getting only a partial listing of
installed programs in Control Panel/Uninstall.
Of course, this means I cannot uninstall the
programs that are not listed.
Any more ideas??

It does NOT mean that you cannot uninstall programs not listed.

 

If you go to the program folder and examine the contents of same...there should be a file name "uninstall.exe."  Double-clicking that will uninstall the program.

 

The programs that you had previously installed which I suggested removing...may intentionally/unintentionally damaged/removed some of your registry entries, putting you in your current situation.
