My screen keeps on saying I'm not the administrator when I am

Why does my screen lie to me?    I went to empty my recycle bin and the screen message said

"You are not permitted to perform this action. Please contact your administrator."

 

Well I am the administrator and was on the administrator's identity.

 

I am the only one using my web connection.    I am on my own home-based  computer.  

 

I have one computer that gives me these messages and one that does not.   

 

Can anyone help me understand and change the  causes of this?

Let's focus on the system providing the problems, please.

 

Please download MiniToolBox  , save it to your desktop and run it.
 
Checkmark the following checkboxes:
  List last 10 Event Viewer log
  List Installed Programs
  List Users, Partitions and Memory size.
 
Click Go and paste the content into your next post.
 
Also...please Publish a Snapshot using Speccy - http://www.bleepingcomputer.com/forums/topic323892.html/page__p__1797792#entry1797792 , taking care to post the link of the snapshot in your next post.
