Windows XP Refuses to use Welcome Screen

For whatever reason, Windows XP does not want to use the Welcome Screen.

If I try to check the "Use the Welcome screen" box and press "apply options", it will go back to the main user accounts window, but none of the settings have changed. I am completely stumped as to why windows does this.

Yes, UIHost is set to "LogonUI", but it still is the same.
