Do you have the installation disk?

Can you boot from it and do a startup repair?

Try doing a System Restore.

You will find a tutorial here at Bleeping Computer.

I did the system restore and it didn't work. It's very frustrating. It all started when I tried to download 8.1.

How old is the computer? Can you get the installation disk from the manufacturer?

What were the error messages when you tried the system restore?

Keep us posted
