I have a desktop that everytime I start the computer I have to unplug the corded keyboard and replug it into the USB port(no matter what port it is in) in order to be able to type and was wondering if I got a wireless keyboard/mouse if I would still have to do this? I can use a wired or wireless mouse in either port without having to unplug the mouse cable/usb dangle

Try this first. Make sure your USB ports have selective suspend disabled.

It should be disabled. Selective Suspend turns off the USB ports if there is no activity.
