No programs opening

Returned from holiday to severe laptop problems so before I kill my brother I wondered if someone can help me :(

 

I have tried some programs and can view photos in the live gallery, google chrome also works and so does CCleaner, AVG or Malwarebytes. 

 

Anything like control panel, system restore, msconfig, excel/word, Folders wont open either.

 

I get the error message "the remote procedure call failed and did not execute" to everything

 

I have ran Malware and AVG anti virus scan. AVG came back clean but Malware found 16 items to quarantine which I have done so.

 

I ran a system restore via safe mode and installed a critical windows update as prompted. Once machine restarted the same problems occured.

 

I can't even shut down without holding the power button.

 

Any help out there much appreciated...

Click on the Start orb, they type services in the Search programs and files box.
 
Services will appear under Programs, right click on it and choose Run as administrator.
 
When Services opens scroll down to Remote Procedure Call.  Make sure the Status is running, and the Startup Type is set to Automatic.
 
Go to the next Remote Procedure Call (Locator) and make sure the Status is running, and the Startup Type is set to Automatic.

Hi thanks I did this and (locator) was indeed stopped and at manual. I changed it and it seems to have worked to make programs work EXCEPT for Word and Excel. Please note I only have the starter versions of those and not the full versions.

Programs opening but not all working, for instance I can't delete a user account.
