Wins 7 OS failed on disk with bad sectors
 
Managed to copy .pst file from appdata/local/microsoft/outlook folder from that disk
 
Copied it to same folder on new disk
 
Reads emails ok - but the EMAIL account file is missing - ie it won't send and receive as no email account was with it ??
 
Have I missed something ( I thought that was included in the .pst file) - where is the account setting folder ?

Have you recreated the email account in the Account Settings of Outlook?

The .pst file will only copy over emails, calendar items, contacts, etc. It won't recreate the email profile for you. You'll have to do that yourself: http://support.microsoft.com/kb/829918
