CPU full power while downloading something

So this is my problem: then I'm downloading something from internet and I leave my pc, after few minutes it goes full power (Fans working like I would be playing new COD). If I move my mouse, or klick something, my pc immediately gets back to normal CPU usage. 


I don't know if this is right place to write this post, maybe it's my Windows problem.


And sorry for my English, it's not my native language.

Have you checked on the temperatures of the various components while you're system is doing these various tasks?

What is the OS and the other basic specs of the system, along with the security program you have installed and current?
