What program would be good to use for picture editing, add text? Joe

It depends on what you want to do.  For instance, is you want something that's free and powerful like Photoshop then try GIMP.  If you want something that's still free but less powerful there are many to choose from.  One that I've had good results with is PhotoFiltre 7.

I personally had issues running GIMP . its free but was always a bit unstable for me. 

My personal choice was

Its all online and pretty Photo Shop ish.

If you are only looking for basic picture editing, take a look at Paint.net. It's a free image editing tool with lots of tools and it's very user friendly as well. Good luck!

I would repeat what agouti and wishmakingfariy have said, GIMP is your best bet. It won't take more than a couple of hours to learn the basics. There are loads of tutorials online (as there are for most open source software). Once you have learnt them you will be able to perform more or less any image editing task you can imagine.
Back on this site, for a while anyway, been so busy the last year.

My systems:2 laptops, intel i3 processors, windows 8.1 installed on the hard-drive and linux mint 17.3 MATE installed to USB
