Green Padlock, wont let me change my taskbar

I have a green padlock by my clock and it wont let me add anything to my task bar

Here's a pic of the green padlock. I also have no idea what program is running to cause this, so any info would be greatly appreciated

Not that I'm aware of. I thought I was running windows 7 but it is windows xp. sorry about that

Reset Chrome browser.

 

Resetting your browser settings will reset the unwanted changes caused by installing other programs. However, your saved bookmarks and passwords will not be cleared or changed.

Reset your browser settings:

    Click the Chrome menu on the browser toolbar.
    Select Settings.
    Click Show advanced settings and find the "Reset browser settings” section.
    Click Reset browser settings.
    In the dialog that appears, click Reset. Note: When the "Help make Google Chrome better by reporting the current settings" checkbox is selected you are anonymously sending Google your Chrome settings. Reporting these settings allows us to analyze trends and work to prevent future unwanted settings changes.

Right Click the Start Button. Select Properties. Under the Taskbar tab press Customize. You should see a list of current items in the system tray. That may give you a clue on what the padlock is. When you hover your mouse cursor over the lock do you get a balloon tip?
