Powershell has stopped working

I continue to receive a popup advising me that powershell has stopped working, I also have tried to download numerous items and receive the message that my settings don't allow me to download the info.  I found a site on bleeping computer giving information to remove the virus related to powershell, however, my computer has been really acting up and I have been unable to find the information again or download the process to fix my problem.  There was also a tutorial on "it may not be a virus" and listed many ways to go through your computer to help  speed up your computer.  Please help with these issues, I would like to try a few things prior to having to bring my computer in to be repaired.

Please download Powelikscleaner (by ESET) and save it to your Desktop.

1. Double-click on ESETPoweliksCleaner.exe to start the tool.

2. Read the terms of the End-user license agreement and click Agree.

3. The tool will run automatically. If the cleaner finds a Poweliks infection, press the Y key on your keyboard to remove it.

4. If Poweliks was detected "Win32/Poweliks was successfully removed from your system" will be displayed. Press any key to exit the tool and reboot your PC.

The tool will produce a log in the same directory the tool was run from.

Please copy and paste the log in your next reply.

I am also having this issue. Thing is, I cannot download the http://download.eset.com/special/ESETPoweliksCleaner.exe to my computer. I get the message that my settings won't allow the download.

 

Now what do I do?
