How open webpage not in internet in Google Chrome?

If webpage on internet, no problem; easy.

If webpage on the computer, no way found to open it in Google Chrome.  HOW then?

Right click the HTML file and "open with" Chrome.... If it's not in the list select Chrome.exe manually.
