When I get the finger

When I use the finger to click on a link, it doesn’t work! I have a Dell laptop running Win. 7 pro., upgraded from Vista, & IE 11. When I click on a link on a page that is supposed to take me to a new site, it opens a blank page with nothing on it. If I click on a link on a page that is supposed to give me more info., it does nothing. Do you know what might be wrong & how do I fix it?
