Defragment external plug-n-play hard-drive safe?

Is defragmenting an external portable usb connectable hard-drive a safe thing to do for the hard-drive?

Provided it is a mechanical hard drive and the process is not interrupted there should be no issues.

I do not even know if it is solid-state or mechanical.  Brand of external portable drive is Toshiba, and it seems very slim; capacity is a 500 GB of storage.  The box does not indicate which of mechanical or solid-state.
