Found several possible solutions via a little Googling, but the first thing to try is to check your install CD to make sure there aren't any greasy fingerprints, dirt, etc. on it, as that will block your optical drive from reading the install CD.  If there are, clean with a soft, lint-free cloth, and then try reinstalling Windows XP.
