Chrome's default search engine cannot be changed due to policy

Greetings, I am attempting to remove malware from a win 8 home premium machine. After running malwarebytes and manually removing PUPs and temps the computer seems to be repaired but I have found that Chrome is still affected. Chrome's default search engine cannot be changed (currently set to safesear.ch), because as chrome reports in a pop-up "This setting is enforced by your administrator". There are 5 policies listed in chrome://policy at the machine level which I cannot remove from this screen and there is no Google registry key under under HKLM/Software/Policies or HKCU/Software/Policies. Given this edition of win8 I cannot edit the local security or group policy (computer is not part of a domain). IE is not affected. I have replaced every instance of safesear.ch from the registry with google.com. It is not clear what is the source of the policy configuration. I have deleted the profile and re-installed chrome multiple times. There are no malicious extensions (it comes with back 3 google extensions, 1 norton extension) or any PUPs, that I can see. Also ran Adwclean and Hitman pro. I understand a chrome account might be configured for a workplace and such configurations can be managed in an admin panel, but I was unable to access this panel I tried (after signing into chrome with a standard gmail account). I ran OTL which listed some registry information under the zero access section (copied below), but the registry information seems to reference standard system files (I did not delete those registry entries). I am stumped at this point. I have attached the OTL logs in hope someone here might be able to help. Thank you so much.

  • Download DDS by sUBs from the following link if you no longer have it available and save it to your destop.

  • Double click on the DDS icon, allow it to run.
  • A small box will open, with an explanation about the tool. No input is needed, the scan is running.
  • Notepad will open with the results.
  • Follow the instructions that pop up for posting the results.
  • Close the program window, and delete the program from your desktop.

So sorry! Yes, I still need help, unfortunately... I will follow up with the FRST scan and msinfo32 output ASAP, however I think I remember FRST not cooperating with me (a message was presented stating that it was unable to run under either win8 or the particular compatibility mode in use- which actually was none).
