Alt codes not working

Hey, folks. For a while now, my alt codes haven't worked. It never was a big issue to me, but now it's starting to get annoying. They don't work in ANY program. I did a clean boot as suggested by Microsoft and still no such luck. I've tried using the left and right alt keys and still no luck. Could I get some help here?

 

EDIT: I recently did a fresh install of Win. 7 and they still don't work. I can get them to work using a combination of the on-screen keyboard and my own number pad, but using just my keyboard refuses to work.

How old is the system? Is it possible that the keyboard has gone bad in the corners? Just the ALT keys doesn't sound like a software problem.

Does removing the keys and cleaning the keyboard help?
