Just can't get home network to work

I'm trying to create a network between a Windows 7 and two Windows 8.1 machines. I have one Windows 7 desktop and two 8.1 laptops. After hours of frustration, I turned off Windows Firewall on desktop and one laptop and was able to transfer files.
The other laptop, I turned of Windows Firewall and still couldn't communicate with my desktop (yes, I turned off, and then afterwards on Firewall). Then I went to turn the Firewall back on (8.1 laptop) and it just won't do it. I can click the radio button that says "Turn on Windows Firewall" and even "Use Recommended Settings", but it just won't turn back on.
