Posting this on behalf of a friend

I'm not sure if this is caused by an infection or by something else, so I'm posting it here.

The problem: when booting the computer I get a blue screen. Not a BSOD, just a blue screen without cursor (screenshot).

What I have tried to to solve the problem: I first thought it might have something to do with the video card driver. I managed to boot into Safe Mode (although, even in Safe Mode with Networking, I can't get internet connection) and remove the driver via Device Manager. When restarting into normal mode I did get a sign in screen, but the screen became blue with a mouse cursor, although Windows did not respond to anything.

About my computer: I reinstalled Windows 8.1 (x64) earlier this week, not because I had specific problems, but just to start clean. I did not get the problem below until earlier today. Here I have diagnostic details about my computer. Please note that these are old (from before the reinstallation). I'm trying to create a new one, but it requires an internet connection.

Any help would be greatly appreciated :)

This issue has been solved. It was caused by wrong display settings.
