Windows 8.1 hangs on initial startup

HI i have windows 8.1 on my HP laptop and it hangs up while starting almost every time. i have to hold down the power button until it shuts down this can take 30 seconds or more. than press it again and up come the computer. This is the 2nd load of windows 8.1 cause i got stupid and wiped out my hard drive and had to reformat it and start over the problem has showed itself both times. windows 8 runs normally with no problems

this is just an inconvenience as the computer functions normally after the reboot.
