system restore not working/start menu,"program" sub tab showing empty

Greetings,

                i am reposting by earlier post....

 

Greetings,

                 i am using WIN XP SP2 in my Dell E6400 for some official work. Two days ago it just satrted showing wierd problems such as:

 

1. The "programs" sub tab on start menu shows empty

2. The system restore gives the error message" system restore is not able to protect your computer....." when i tried restoring using "restore/rstrui"

 

 

3. I am unable to install MABM, superantispyware or GMER

 

4. Microsoft office gives the following error when i try to use it

"error 25004.config.Xml not specified..."
