This pc: http://www.argos.co.uk/static/Product/partNumber/2248200.htm is at the top end of my budget and it seems to have some pretty decent specs. Never really heard of zoostorm, but would be willing to try, nonetheless. Would this PC be worth it?

Do not buy all in one or ready configuration because they contain parts not able to sell.This CPU is too weak.Do you need 16 GB RAM?What are you going to do with this PC at all.

You'll get a bit more useful information if you post your price range and what you plan on doing with the machine.  Buy or build is a personal choice that should be made on a case by case basis.  If you're someone who never upgrades their computer parts, other than RAM or hard drive buying may be a good decision.  If you upgrade your video card building is usually a better option.
