"I tried to enter the IP camera http://169.254.123.137 with No success "

That would be correct, you should have no connection to that ip address if your network is 192.168.1.x

Why did you pick that ip address?

"Do I need to make MAC address for IP camera?"

No you don't unless you are doing ip reservations in the router for the camera

Did you set the camera to dhcp = yes?

"I picked that ip address because i want to connect to my ip camera  its called "IP" camera"

It does not appear that you read/followed the ip camera setup guide.  You don't just pick any ip address out of a hat like you did and expect to connect to the camera.

"what is dhcp? is this in IP camera setting or in my Router setting?"

Your router is already configured as a dhcp server.  Google dhcp for an understanding of what it is.  This setting would be on the camera though, as the manual most likely recommends the camera ip address should be set as a static lan ip.  This will be more important when you try to do port forwarding so you can access the camera remotely over the internet.

Go to portforward.com and review some of their port forwarding tutorials so you understand what it is you need to do for remote access.

Why does my second camera keep going offline??

I setup one camera a couple of weeks ago, works ok, slow to react, but does what we need.

Setup a second camera today in another part of the house.  It worked ok for a short period, but now it will not connect to my wireless network.  It tries to connect for about 1 minute but then just falls into "offline" status.

Any ideas?

Most probably you need to let your firewall on the router to accept the camera. It means the camera is streaming with specific port. So you have to see the port the camera is using to stream and to allow this port in firewall settings of your router. Once you enable access you can view your camera video outside your home in internet by your internet ip. Otherwise you can only see the video within your ethernet network with ip siimilar to 192.168.1.1 or very close to it like 192.168.1.2. This ip you will not be able to use outside your local network.

Also you can check the live streaming cameras which are open here:

There you can check the admin settings of the camera itself (note: you can not access router settings of those cams.)
