why is Explorer connecting to the web

Hello every One !

please tell me why is windows explorer needing to connect to the web ?

the firewall noticed me about this 'risk', i verified the IP of this connection witch is (137.117.86.84) on 

a IP information website here: http://www.infobyip.com/ip-137.117.86.84.html

this indicate a Microsoft domain; i wonder if microsoft need some statistics why then using explorer ? 

do they want explore my computer ?!
