The HD7770 is comfortably the more powerful graphics card.  Manufacturers are fond of re-branding and re-releasing existing GPU's under different names, which can make it very confusing.  The HD7770 is basically the same GPU as the R7-250X.

Yep it's a common thing to do.  Notice how they sell cheap GPU's with as much as 4Gb memory these days?  Unless you're gaming at really high resolutions (unlikely on GPU's at this level I reckon, they just don't have the horsepower for that) then the extra memory won't help much.  What will help though is that the HD7770 (and R7-250X) has GDDR5 memory which is much faster than the DDR3 used in lower performance cards.
