Windows XP Set Up error when trying to start a program

I have an older Dell Dimension core 2 duo, 2.13g, with 2 gig ram computer running windows xp service pack 3.  This computer was purchased a few months ago from ebay.

 

I am trying to install some old software (Dietpower 4.0)that has always worked on my other older computers (also Dells)  

 

I am getting the following error whenever I try to start the program:

 

Windows XP Set Up:  Please go to the control panel to install and configure system components.  I have tried running for different registry cleaners thinking maybe something is missing from the registry, but they do not fix this error.   I have also updated drivers, and ran whatever updates I could find at microsoft.

 

I went to the Dietpower website and decided to run their trial program of Dietpower 4.4 which I downloaded from their site.  When I try to start that program I get this error:

Diet.exe application error:  The application failed to initialize properly (0xc)150002)  click ok to terminate the program.

 

I don't know what to do now. I can't run either program. Please help.

"Symptoms
When you double-click a drive letter (hard disk) from My Computer, you may see any of the following error messages:
    Please go to the Control Panel to install and configure system components
    Windows cannot find Autoplay.exe

You'll also see that Autoplay is the default context menu when you right-click the drive.

Resolution
This happens if there is a file named Autorun.inf in the drive's root directory. Right-click the drive and choose "open", look for this file Autorun.inf and delete it. Restart Windows."

I would try the above.

The error doesn't occur when I double-click the drive letter though...it occurs when I click on the diet program I am trying to start. This does not happen with any other programs.
