making a short cut key

My computer skills are about average. This will tough to explain, I will try. I got windows 8. Theres a program on the desktop.  Instead of searching for this. How do I go about making  the program open by pressing keys CTRL+ALT+ A ( the A my choice ) it,s tough to explain, a key short cut I guess. Thanks, Chuck
