C++ question

I have 2 questions:
1.How to enable doing this system("echo %c",text);
2.Why don't files which you encrypt manually(etc. replacing symbols with another ones) and then decrypting them so they have same symbols like before encryption and same size want to start(get corrupted,works only for .txt .html,but not for things like .jpg .doc .exe).
