Shell Value in registry

Hello guys:
There is a known fix in the registry when you have a black screen with just the cursor, is the one that you have to replace the shell value on HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon to explorer.exe, that one has work for me several times, but the last week I was unable to fix that, every time that I changed that value, when I rebooted the pc go to black screen again and the value on the registry was remaining the same before, something like "cmd.exe /k start cmd.exe", looks like something "weird" was changing that value on the start up, I made a complete virus removal, I ran almost everything but nothing worked. My question is: Anybody knows why that's happen, why I couldn't change that value?
