Manually install drivers on a HDD in a bay

I have a machine in the shop with Windows 2000 which will not see PS/2 or USB mice or keyboards in Windows.


PS/2 work in the BIOS and the settings are configured properly, but the customer stated he ran the driver utility for the keyboard and mouse which caused the issues.


Is it possible to install the drivers with the HDD in an external bay?
