because Windows updates usually arrive the second week of the month. However, sometimes there are updates at other times as there was today. I got it and it went through OK.

Update is an Optional time zone update for Russia: http://support.microsoft.com/kb/2998527

Russia has announced that it will change its existing time zones on October 26, 2014. Microsoft released an update for Windows on September 23, 2014 to address this change. Users should install the update before October 26, 2014 to avoid having incorrect time zone data after this date.

I chose to hide it, YMMV.
