Try a different browser, see if behavior replicates.

If so, it's a system issue...if not, it's a browser issue.

So you mean to use Firefox instead of Chrome?

I was using Firefox with CHrome closed and Chrome opened on its own? SO what does that mean?

NO Chrome is set as the default browser. I have ran Malware and let it Quarantine. I have uninstalled Chrome and reinstalled. It seems like every 10 minutes or so Chrome will open a new window and I dont know why.

Set Firefox as the default...uninstall Chrome and all add-ons for it.

That depends on what we find by uninstalling it and using a different browser as the default.

I have already uninstalled it and used Firefox and nothing happens when its Uninstalled. Once Chrome is uninstalled from the computer it does not pop up because its no longer installed?

Well, that seems pretty clear that it's a browser issue, not a Windows, malware, or hardware issue.

I'd take it up in a Chrome forum, if it were me.

Oh good lord, I thought it was just me. I thought I had some uncurable virus on my PC. My chrome is doing the same thing every 10 minutes. I timed it. It is exactly every 10 minutes.  It started about 24 hours ago. It started sometime Thursday night.  It has to be a browser issue. I did remove a bunch of Malware, but I think that was a separate problem all on its own. I deleted chrome twice and it is still doing it. I may just have to uninstall chrome to make it stop, until there is a fix for it.
