Screen Clipping Issue with Windows 8.1

I have been plagued with an issue on Windows 8.1 for some time now. I originally posted this in this forum http://www.eightforums.com/general-support/42269-screen-clipping-issue-windows-8-1-a.html , but unfortunately it never caught traction. I am wondering if anyone here can help me try to solve this? It is driving me insane!!! Things I have tried includes uninstalling/reinstalling video card driver, trying another video card completely, starting in safe mode (which can be seen at that other forum page), shutting off all windows performance additions (like textures, animations, shadows, etc.). I'm just completely stumped, and don't know how to fix this. Reloading windows is not an option for me at this time.

What is the monitor, make, model, etc., and the same for the video card

Does this persist in Safe Mode?

Family and loved ones will always be a priority in my daily life.  You never know when one will leave you.
