csc.exe error

Hi all, my son-law's pc got a "csc.exe didn't start properly windows will shut down" error. And it does. Oddly, as far as I know, this has only occurred once. I have seen other forums where this might be related to a program called Bitmeter, which supposedly monitors bit rates of the internet connection, if I remember correctly. Some have said this may be related to a virus,others have simply been able to uninstall it. Any thoughts, help?
