Website's Colour Combinations - Can They Be Changed?

Gentlemen,

Most websites are easy to read, but a few have white script on an electric blue background, or black on electric blue, white, pink or yellow. The ghastly colour combinations seem endless.

Is it possible to change the webmaster's choice of colours to a simple, easy to read, black script on a white background?

Sometimes I find the quickest way, if you're using IE, is to just right click anywhere in the webpage and click "Select All".
Choosing to use a browsers built in color settings is just too much fiddling around.
