What version of Outlook are you using? What operating system do you have installed? What email account or accounts are configured in your Outlook clients?

A few things to check are make sure your Internet connection is working, make sure your username and password for the email account are correct, doublecheck the server settings to make sure those are correct, and make sure the mailbox isn't overly large or full -- you may have to delete older emails if this is the case. If you want to save them, enable archiving or create a .pst file of the emails you want to keep.
