Having Trouble Turning off Laptop/Resetting.

My laptop with windows 8 randomly started having problems. 
It started a few weeks back and i thought my laptop was infected. I refreshed my laptop which didn't help and then i reset my computer using the setting.
The laptop worked fine for over 2 weeks and then suddenly when i went to put my computer to sleep, it would just stay on with a black screen. The power light would be on but the screen would stay black no matter what i did. I then refreshed my laptop assuming it was the best idea. The problem stayed and when i tried to restart or use the system restore function it would be stuck on Restarting the computer. The laptop also freezes for a bit on start-up, when it un-freezes any usbs that would be plugged in wouldn't register.
Whats wrong with my laptop?
