Computer not loading in full screen

First of let me say sorry if this is posted in the wrong area. I run windows 7. I have a Asus Radeon HD 7850 graphics card. When I turn on my compter it takes a few seconds before my screen fills out the entire screen even though in the graphics card's Scaling Options (Digital Flats) tab I have it set to 0 on the overscreen scale. It has been like this since I reinstalled my OS. Before my computer loaded in full screen. Please can someone help, thank you.

After you did the restore did you reinstall the graphics software / drivers?

yes i did. i even had the graphic card installer check for updates and it stated that i'm up to date

What happens if you remove / disable Digital Flats?

I'm assuming that it is a program you installed and that you can go into the Control Panel -> Programs and Features and delete / uninstall / disable it. Or if you want to keep it around you may be able to go into MSCONFIG and under startup or services uncheck it so that it does not load when you boot up.

I disabled the Catalyst Control Center on start up via  MSCONFIG. all that did was not eventually resize my screen.
