hovering with cursor question

When I hover over say a symbol icon a window will open up real fast then shut down it will not stay open as it should.


Hope I explained the problem ok.


Is there a setting in windows so that when I put my cursor over  or on something the window will open and not flash open and close real fast.

Please go to the "am I infected forum" and follow the directions there.  Please give those guys some time, there is a few of them and many users asking for help.  Not saying you are infected but if it were me I would rule it out before I do anything else.

Just like at the top of this forum where it says

Any others who might know what might be causing this?

I do not have any virus been scaned every 2 days with malwarebytes and other programs laptop is fine i clean the registry every 2 weeks.
