Chrome Freezing all the time especially on Flash Sites...ie Cnn.com

For almost a year now all of our PC users at work have issues with Chrome and firefox freezing for a period of time when a Flash site is loaded. The freeze last approx for a min and then we can carry on with our biz. This is very annoying and hard to get anything done especially when we are a internet based company. I have searched and search for a fix but i have noticed that everything that i find is very old and does not fix the issue. I have disabled Flash, Re-installed and installed chrome/Firefox and nothing seems to work. I am sure that we are not the only ones experiencing this issue as it has gotten to be a very big nuisance. If anyone has any insight on how to fix this issue it would be great.

Most of our machines at the office are of the following:
Intel i5 3.30 GHz
8GB Ram
Windows 7 64bit
Chrome Version 37.0.2062.103
Adobe Flash Player - Version:
Intel HD Graphics 
Driver Version  -
High Definition Audio Device 
Version  - 6.17601.17514
Global settings look good to me from what i can tell and hardware acceleration is enabled. 
I did try to surf sites with the accerlaeration disabled and i thought that actually did the trick but then it
continued to Freeze. Again the issue is Freezing NOT  a buffering issue.
On another note no sites are blocked in the office therefore it is not a constraint in that matter.
I have also noticed that this is not only a issue with Chrome but in Fire Fox as well.
