How do you troubleshoot a computer. or how do you find out whats wrong with it?

hi  i was wondering if theres any way to troubleshoot your computer or any way to find out whats the problem like (e.g. if your computer dosent switch on how do i find out if its the mother board which is causingh the problem. )
