MSPATCHA.DLL Not Found?

I'm trying to install something but it gives me an error message saying that it can't find mspatcha.dll. Where does this file go and where do I get it?

If you could state how you did it, it could help another with the same situation.

Somehow my windows 98 install had a windows folder and windows.000 folder. I put mspatcha.dll in the windows/system folder (didn't work). I then put it in the windows.000/system folder and it worked.
