I am looking for a organization chart that can be used both on a computer and a tablet. I thought one note had one but I cannot find it. I am looking for one that you can do a list of items under a item and then break that one into one or two more items.

Are you looking for a flow chart type of thing or a spreadsheet type of thing?

 

Are you looking for a mostly premade chart where you simply fill in the info. or are you okay with creating the chart?

In that case I think you should just use Microsoft Word or Excel to create the chart as you can then use apps such as OfficeSuite7 to open these on Android devices.

MS Office has an addon called Organization Chart.  You'll need to get the right one for your version of Office if you have Office.  This article discusses which office application or program is best for creating the chart in question:

You can, however, open them by using OfficeSuite7 as Budapest said earlier.

I need to be able to sync it not have to email it to myself everytime I change something

You may be stuck having to use an online organization chart then.  You should be able to access an online chart from both devices.  My research does not find any software for organization charts that work on both Androids and PC's.  I did find this: http://grapholite.com/ but you'd have to pay quite a bit for it, AND you cannot download just one software program, you'd have to download 2 of them, one for the PC and one for the tablet/android.  That indicates to me that you would NOT be able to sync them.
