Some computers automatically detect an external mouse and then disable the trackpad on the presumption that you would  not have plugged a mouse of any sort in unless you meant to use it. Some others give you a select on the keyboard, and others give you an option in control panel.

It sounds like your computer falls into the first group. If you wish to use both the trackpad and a mouse, if you go into 'Mouse' on 'Control panel' you may find an option ticked that says 'Disable trackpad on accessing mouse' - or words to that effect. If you untick this box, you should have the simultaneous use of both again.

If you can't see 'Control panel' under 'Charms - Settings', type 'control' into the search box and it should be the first in the list.
