Key phrase is "improve the quality."

Exactly what changes does that mean, in your mind?

What type of file format is this?

There are entities that purport to be able to "enhance/improve" the quality of some recordings, per Google.  Just remember that the Internet is made for people who are pathological liars, like to frustrate and fool users, and so on :).

But my experience with video files tends to match the answer Here

many programs could make the resolution 1080p but they would just be enlarging the pixels not boosting the quality. all you would get is a bigger file which looked just as blurred. for the sound you might be able to semi-manually cut out some of the background noise but there is nothing you can do to truly boost the quality.

Back on this site, for a while anyway, been so busy the last year.

My systems:2 laptops, intel i3 processors, windows 8.1 installed on the hard-drive and linux mint 17.3 MATE installed to USB
