Windows 7 password box will not open.

So i need help, i have Windows 7 on my Dell Inspiron. I downloaded an app for Tom Tom navigation gps on my laptop to update my gps. After i shut down my computer, when i went to start up the laptop, it would not load my password box. It loads the blue screen and my mouse but the Welcome and Password box is missing, i tried starting safe mode but that did not work either, help please.

Can you access Safe Mode with Command Prompt?
