The port may be blocked by your ISP.  ISPs normally block ports related to server services, like HTML, mail, ftp, and so on.  What port are you looking to open?

you right ISP blocking port..also may 80 port working 3389 remote desktop services 2 channel I change 3389-80 http-rdp ?

Port 80 is almost certainly being blocked by your ISP.  This prevents people from running web servers. Changing to another port higher than 1024, but lower than 65534.
